A Lakhpati Didi is a Self-Help Group member who earns an annual household income of Rupees One Lakh (Rs. 1,00,000) or more. This income is calculated for at least four agricultural seasons and/or business cycles, with an average monthly income exceeding Rupees Ten Thousand (Rs. 10,000), so that it is sustainable.
The concept of Lakhpati Didi was first announced by Hon’ble Prime Minister of India during his Independence Speech on 15th August, 2023.
From the F/Y-2024-25 Lakhpati Didi Initiatives has been implemented under DAY-NRLM across the Nation.
Target:Ministry of Rural Development (MoRD), GoI has given a target of 16.19 Lakh Lakhpati Didis creation in Odisha during the FY 2024-25. 16.42 lakh (101%) Lakhpati Didi created during 2024-25. State government planned to create 25 Lakh Lakhpati Didi by 2027.
In order to achieve the target, the following steps have been taken by OLM:
Identification of Potential Lakhpati Didis (PLDs):For facilitating the activities a State and District Level Steering committee on Lakhpati Didi have been formed with the chairpersonship of concerned Secretary and Collector respectively. OLM has formed the committee at both levels.

For strengthening of these institutions, Community Support Staff are engaged at the CLF and GPLF level. Following are the primary community support staff working under the Mission -
Community Resource Person-Community Mobilization (CRP-CM) responsible for supporting 5 to 15 SHGs at one cluster (one / two villages). Will be primarily accountable and report to one Cluster Level Forum (CLF). CRP-CM will provide different services like Capacity Building, handholding , book keeping, etc to the SHGs as well as CLF.
MBK Will be responsible and accountable to one GPLF will write and update the books of accounts of GPLF on regular basis.
She will work for one or more GPLFs coming under the service area branch.
There will be one Krushi Mitra for 150 HHs and accordingly will work for one or more villages as assigned by the GPLF.
Prani Mitra will work for one or more villages as assigned by the GPLF, maximum two Prani Mitras per GP.
For providing different services, these community support staff are provided with activity-linked assured remuneration and performance-based incentives based upon the deliverables.
The start-up fund is provided for operation and maintenance of Gram Panchayat Level Federations and Cluster Level Forum Offices.
The GPLF received IB fund to meet the expenses towards capacity building of members.
Capacity building programme of OLM is designed to strengthen the skill, knowledge, and leadership abilities of staff , community cadres and rural communities, especially women engaged in self-help groups and livelihood initiatives. Need based training programmes are designed and provided to the project staff , CSS and CBOs.

Capacity Building of Block, District & State Staff
Under Community Finance, Self-Help Groups (SHGs) and their federations are provided different types of funds, aimed at enhancing socio-economic conditions and productive capacity. This system is strengthened through three key instruments: Revolving Fund (RF), the Vulnerability Reduction Fund (VRF), and the Community Investment Fund (CIF).
Revolving Fund is provided to SHGs to meet their initial consumption and production needs. It is a grant to SHG and loan to members. The fund size under RF has been enhanced from Rs.15000/- to Rs. 30,000/-.
The Vulnerability Reduction Fund (VRF) is a grant provided to the Cluster Level Forum (CLF) to address specific vulnerabilities; such as food insecurity, health risks, natural calamities, and other emergencies. Each CLF receives Rs.1.5 lakh under this fund.
The Community Investment Fund (CIF) is provided as a grant to the Gram Panchayat Level Federation (GPLF), which in turn disbursed to Self-Help Groups (SHGs) as loans, based on the Micro Investment Plan (MIP) prepared by each SHG.The amount of CIF to GPLF has been enhanced to Rs.60 Lakh from Rs.35 lakhs .
The Model GPLF showcases social, financial, and economic inclusion through convergence with government schemes, aiming to make it a self-sustaining, community-owned and managed institution. The following interventions are taken up under M- GPLF.
